To solve the ‘wicked problems’ faced by the sector, leaders are increasingly being asked to work at the system rather than the organisational level, tackling situations and issues that are irreducibly complex rather than just technically complicated. The 2025 Leaders programme is designed to equip participants with the leadership capacities and capabilities to meet this challenge.
The aim of the programme is to identify and develop the next generation of Chief Executives, Director Generals and Executive Directors, to lead the health and care system at a national level through the Arms Length Bodies (ALBs) and Department of Health and Social Care (DHSC) in the next three years. Typically, participants will already be in a Director role within their organisation, either within the DH and its ALB organisations or from across the wider health and care sector, for example within the NHS or local authorities who have the aspiration to work in DHSC or one of the 14 national health and care ALBs.
The programme is also open to those who may not currently be a Director but who can clearly demonstrate that they have the aspiration and potential to be an effective Chief Executive in one of the ALBs or a Director General (in Department of Health and Social Care only, i.e. health-specific and not across Whitehall) in the next three years, or to take up a more senior Executive Director post in one of the larger ALBs in the same time period.
